GEOG2530: Poverty, Resources and Development: Group presentation 16th November 2001
Western Perceptions of Development and impacts on aid flows
Preparation:
We were (un) lucky enough to be the first group out of the hat, which gave us a very short time span (three weeks) to prepare our talk. Ideas, emails, meetings abounded, Jon had his 21st Birthday, Steve lives a million miles away (OK that's an exageration, but he is from another planet), and an assessed Natural Resources test all conspired to restrict our time, nevertheless we set weekly targets of

which we achieved. It would have been nice to have a week to spare, as we were left doing the power points one hour before the show.
This framework seemed to act as the catylist to our establishing the presentation. It was a one person thing, it wasn't perfect, but it gave a solid illustration of intent. The group was then able to see the presentation as a unity in which they all had clearly defined individual reponsibilities

There is not a consensus , so can we offer our own short summarrys at the end?
We must bear the major responsibility for keeping our own sections lucid and accurate (i.e these are only suggestions, you must edit to what you feel happy with), We will offer mutual constructive criticism and assistance.

Before we start could you please divide yourselves into four groups of x each, Farmer will look after you lot (Top Left), Riley is you (Top right), At the front Alison on this side (left) and Chris on the right.
Try & leave a gap between your groups.
(To tutors) you can join in as well.
We are going to ask you some simple multiple choice questions. Unlike those test some of you may be familiar with, you cannot discuss your answers. When we ask you the questions they answers will be on the overheads, When we say your answer put your hand up.
At the end of the quiz for each correct answer we will award your team one quality street, giving a potential (x time 4) per team. How you divide them up is your problem.
Farmer will now explain what we are trying to acheive

Question 1
How do you define development?
Please could you raise your hand for one answer only,
1 blah blah etc….2…..3…..4….
And the correct answer is … TA DA
Western perceptions of development are VERY different to those of people in the Global South – therefore their strategies for development differ.
Development should focus on people. It is not just about achieving economic growth but about improving the quality of life for the millions of poor people living in less developed countries. Development strategies are useless unless they lead to real poverty alleviation.
Western Perception of development is..??!!!
How do you define development?

Q2
One might imagine that a country well endowed with natural resources might 'develop' , by exploiting those resources efficientlly and profitably, ie would have enough 'cash'. My question is to ask you to estimate third world production of that most important of natural resources, oil:
"It is a common piece of mythology that the bulk of advanced nation consumption is only made possible by mass imports from the third world"
Rees

What portion of the world's current oil production emanates from 'developing' countries?
1 blah blah etc….2…..3…..4….
And the correct answer is … TA DA
What portion of the world's current oil production emanates from 'developing' countries?
a.20 - 35%
b.35 - 50%
c.50 - 65%
d.65 - 80%
e.80 - 95%

Bearing in mind that The third world produces the majority of the world's oil, much of which is used by a cash rich customer, the west, The wisdom of cash aid might therefore be questioned,
i.e. why can't the third world survive without handouts?
With the scores standing at
group 1 etc… I'm now going to let Alison ask you her question

Q4
Thanks pet. Hi, I'm Chris, a complete tosser and here's ma question.
Since foreign aid was first institutionalised in the Marshall Plan of 1947, has aid as a percentage of donor nations GDP
1 blah blah etc….2…..3…..4….
a.Increased
b).Remained relatively constant
c).Decreased
d).Evaporated Completely

And the correct answer is … TA DA
Foreign aid has been highly successful in reducing poverty in countries with sound economic management and robust government institutions. The number of countries that now meet the criteria for using aid well has increased dramatically in the 1990s. Yet aid has fallen to its lowest point in more than 50 years.
A world bank report finds that, due to a wave of economic reform in developing countries in the 1990s, three out of four people afflicted by absolute poverty - nearly 2 billion people - live in countries where more foreign aid would speed up poverty reduction. But while the list of countries that can use aid effectively has risen, foreign aid has fallen to 0.22 percent of donor countries' GDP in 1997 - its smallest volume since it was first institutionalised with the Marshall Plan in 1947. Taking into account inflation, financial aid from rich countries to poor countries is one-third lower today than in 1990.
